Norwegians do value taking the time to build up trust, but they may also be happy to negotiate immediately. Communication is straightforward but informal, small talk is not necessary. Business can be conducted on the phone or by email.
If you do arrange a meeting, try to be punctual as this is taken as a sign of trustworthiness. Decisions will be taken by consensus and will not be rushed. Do not try to use high pressure tactics.
