Programme Manager Evaluation

South West Academic Health Science Network (SW AHSN)

Term: Maternity Cover, fixed term 12 months
Hours/Shift Pattern: Full time 37.5 per week - 8.30am to 5pm, Monday to Friday. Part-time and secondment opportunity will also be considered.

The South West Academic Health Science Network (SW AHSN) has been operating since 2013 and is one of 15 Academic Health Science Networks across England established to deliver a step-change in the way the NHS identifies, develops and adopts innovation while improving health and generating economic growth. 

In order to focus on delivering the Strategic Objectives of the organisation, the AHSN has the following three core functions:

  • Our intelligence Hub works with members and partners to offer the best intelligence to inform the planning, commissioning and measuring of service development and create the right environment for information exchange of ideas to accelerate adoption of good practice
  • Our Innovation Hub works with members and partners to accelerate the development and adoption of innovation into the health and care system
  • Our Improvement Hub works with members and partners to improve the quality of care by becoming the ‘go to’ place for improvement expertise, training and coaching; and hosts the Patient Safety Collaborative.

The role will be to lead the delivery of our Evaluation programme: a substantial programme of work, involving close collaboration with the PenCLAHRC (Collaboration for Leadership in Applied Health Research & Care), and the development of resources to deliver robust evaluation across our region.

Key duties and responsibilities

  • Plan and manage the Evaluation Programme and budget
  • Support the organisation and its members to better plan and deliver evaluation projects
  • Analyse, interpret, and present information at a senior level both internally and across member organisations
  • Support the development of a set of practical evaluation guidance and tools to support best practice in evaluation methodology
  • Develop strong partnership working with a range of organisations
  • Manage contractual relationships with academic, and other partners to ensure delivery against agreed objectives
  • Devise and deliver actionable intelligence to the region as part of the Evaluation Programme
  • Be an ambassador for and positively promote the SW AHSN, behave and model the company’s values

Person specification

Essential

  • Qualification or training in qualitative and quantitative research methods
  • Excellent knowledge and understanding of evaluation methodology
  • Broad experience of designing and delivering evaluations in practice
  • Experience of sharing learning from evaluation to promote best practice or inform service/programme/process design
  • Good interpersonal skills with the ability to build mutually beneficial relationships
  • Good understanding of the health and social care sector and current policy direction
  • Excellent project management skills and experience
  • Ability to work as part of a team and to embed matrix working across the organisation
  • Building and sustaining high quality standards
  • Comfortable working in a dynamic and changing environment
  • Budget management experience
  • Excellent skills across all Microsoft applications (Excel, Word, PowerPoint, Outlook)
  • Willingness to travel (mainly South West, but might include occasional national travel).

Desirable

  • Knowledge of operational research or health improvement techniques
  • Experience working within the health and care sector
  • Experience working within academic research/service evaluation
  • Experience of negotiating consent and information governance arrangements in healthcare settings
