Health & Safety Officer

University of Birmingham - Estates Office

Grade 7 - Full time starting salary is normally in the range £29,301 to £38,183. With potential progression once in post to £40,523 a year.

The post holder will work closely with Estates Management teams and the University’s Separately Managed Health and Safety Unit to provide a health and safety advisory service. This service will enable the delivery of Estates objectives in a way that embraces the continual improvement of the University health and safety management system, policy and arrangements in order to manage health and safety risks arising from the business

Main Duties and Responsibilities

  • To develop and maintain the Estates Office’s compliant Health & Safety Management system.
  • To manage and deliver central Health & Safety audit processes to proactively monitor compliance and trend operational performance across the Estates Office, advising senior managers over corrective courses of action available.
  • To disseminate industry best practice and proposed changes to legislation information and on all health, safety and welfare matters.
  • Advise managers and staff of their responsibilities under current Health & Safety regulations, and provide guidance on good practice.
  • Create, review and manage all accident and incident reporting, undertaking investigations and liaison with the enforcement authority as required and maintaining the appropriate records.
  • Learning & Development - the development and delivery of bespoke “In-House” training courses covering all aspects of occupational health and safety.
  • To develop induction training incorporating all H&S induction training and tracking.
  • Responsible for the implementation of the Estates Office Health and Safety Policies and Procedures.
  • To manage and deliver the Estates Office’s Health & Safety budget through the delivery of planned initiatives and activities.
  • To carry out Health and Safety responsibilities as per the Estates Office Part B Responsibilities

Skills and Knowledge

  • Excellent communication, interpersonal and organisational skills are essential.
  • Ability to use in-depth knowledge of H&S processes to develop and implement systems meeting the needs of the Estates Department and University.
  • Ability to influence others often in challenging situations.
  • Experience in working within an Estates or Facilities Management environment across multiple sites.
  • Experience of operating in a similar role within a medium/large organisation.
  • Experience in providing safety advice in a complex organisation.
  • Knowledge of the HE sector would be an advantage.
  • Proven written and oral communication skills and the ability to communicate with a wide range of people.
  • Highly motivated and able to use own initiate.
  • Good organisational and time keeping skills.
  • IT literate.
  • NEBOSH General Certificate
