To conduct research on the development of health law in Wales in the period since devolution; to map the impact of COVID-19 on the emergence of a distinct Welsh health law; to identify the political influences, ethical values and human rights standards which shape this field; to locate these developments within the political and legal context of devolution in  the UK; to support the publication of high quality outputs and the dissemination of research findings to key stakeholders.

This position is to support Towards a Welsh Health Law: Divergence and Devolution, a research project funded by the Welsh Government Ser Cymru programme. It will document and analyse the emergence of a distinct Welsh health law in light of the divergent legal responses of authorities in Cardiff, London and the rest of the UK to the COVID-19 pandemic. Advised by stakeholders in law, health and government, the research team will draw on interdisciplinary skills to conduct a coherent and integrated study of developments in key areas of legislative and policy activity since 1998, comparing them with equivalent law in the other nations of the UK and elsewhere. This analysis will be contextualized with reference to legal debates on the Welsh jurisdiction and to political science work on the impact of COVID-19 on the UK devolution settlement. The project will elaborate a series of underpinning values for health law in Wales drawing on resources distinctive to Wales and its legal system. By producing high quality research outputs, and engaging professionals and citizens through a range of dissemination strategies, the project will enable external funding to be secured to sustain dedicated research in collaboration with scholars and non-academic partners on devolution and health law across the UK
