Public Health England (PHE) is one of the largest public health agencies in the world, delivering a wide range of public health functions with over 5,000 staff. Following a strategic review of PHE, the National Infection Service (NIS) was established in 2015, with the aim of ensuring that England remains at the leading edge of public health science. Bringing together existing teams of approximately 2,500 scientific, medical, administrative and managerial colleagues to reduce the burden of infectious disease and improve public health.

The NIS is the largest directorate in PHE and is being reorganised to strengthen multidisciplinary and scientific leadership. Our development programme has commenced and our reorganisation will occur in 2018, building on decades of world-class expertise to develop new organisational arrangements that are fit for the future and transferring these to a new PHE national centre at Harlow in 2021-2024.

NIS is recruiting to eleven leadership posts for our new management team.

We are looking for:

A Deputy Director to direct the operational functions of NIS Laboratories, and specifically to directly manage NIS Clinical Laboratories (the regional laboratories sub-division of NIS Laboratories). Crucially this role requires the post holder to successfully manage an integrated network of geographically dispersed laboratories providing operational leadership of the laboratory work contributing to detecting infectious diseases efficiently and effectively, to significantly reduce their overall public health impact. This role works in partnership with the Deputy Director NIS Laboratories (with whom you will operate from a shared office in either North London or Wiltshire) who provides scientific leadership in this area. You will be solely responsible for the management and leadership of NIS Clinical Laboratories, supported by a team of network managers.

NIS Laboratories provides topic-specific Services and the Research & Development Institute with safe, effective, efficient and innovative laboratory services. It is a critical role which supports the delivery of the primary PHE function to protect the public health.

This unique opportunity will require the post holder to work effectively in three settings, namely: NHS diagnostic services; reference diagnostics; and research microbiology, across bacteriological, virological and serological testing. The post holder will also need to ensure that NIS Laboratories is ready and able to fulfil the obligations that PHE has as a Category 1 responder.

You have significant senior level experience in microbiology operations with a proven track record in a number of settings and the ability to develop and lead a large, highly engaged, high performing department to realise these ambitions.
