Organisation position and purpose

The Functional Safety Manager (FSM) is responsible for providing corporate expertise in functional safety, providing assurance to the Director of Risk and Assurance and Senior Leadership Board that the site’s functional safety management system (FSMS) is in place and being followed, and providing technical guidance to others across the Institute (including Estates Management Services, EMS) on the FSMS. The FSM should be actively involved in the applicable phases of all projects and maintenance activities by providing functional safety input in technical planning and documentation. The FSM is also responsible for maintaining a register of the functional safety critical equipment including Safety Instrumented Functions (SIF) and Independent Protection Layers (IPLs).

Main duties and responsibility

Responsible for managing the implementation and maintenance of a Site Functional Safety Management System, which will include:

  • Develop & implement a Functional Safety (FS) Management Policy (FSMP).
  • Develop Functional Safety Asset Lifecycle (FSAL) in conformity with IEC61511 and IEC61508.
  • Develop programme of ongoing functional safety / technical review of existing Safety Instrumented Systems (SIS) assets.
  • Develop and implement functional safety training for staff across responsible departments.
  • Develop functional safety audit / inspection programme in partnership with Quality & Biorisk.
  • Develop ongoing programme of Opportunity Reports, SOCs and OBCs in support of the functional safety asset management lifecycle programme.
  • Support EMS Operational Project Manager and Science Leads where applicable, on functional safety asset upgrade / replacement projects.
  • Provide FS technical support to Operational Projects and the site Development Programme.
  • Work closely with IT to ensure ongoing cyber risk mitigation and compliance within SISs.

Specific requirements

Essential:

  • ONC/HNC or degree in electrical engineering, mechanical engineering, process engineering, software engineering, physics, or a comparable field of study.
  • Experience in functional safety process management.
  • Working knowledge of ISO 26262 and IEC 61508.
  • Proven track record of development and implementation of safety concepts in automated process systems.
  • Exceptional attention to detail, accuracy in documentation & records management.
  • Evidence of excellent oral and written communication skills, including with stakeholders, external bodies, peers, government agencies, regulatory authorities.
  • Networking skills with the ability to build effective collaborative relationships.

Desirable:

  • Experience of working at or with biological high containment facilities, major hazard installations, and/or science laboratory sites.
  • Knowledge the COMAH regulatory framework.
  • Experience of managing process safety in a COMAH regulated organisation.
  • Evidence of experience of change management, influencing and strategic vision.
