JOB OVERVIEW

As part of the Registry Team within the Directorate for Student Success, the HESA and Data Quality Officer will coordinate the external returns by developing a depth and breadth of knowledge of the requirements of those returns and the data the returns are drawn from. You will need to ensure, with support from the developing data team and oversight by the Academic Data sub-Committee, returns should be completed to time with a level of accuracy fully fit for the purpose they are to be used and be the key point of contact with HESA responding to any queries they have with the return. These statutory returns form part of the external reputation of the institution and in this role you will identify key areas impacting this perception to ensure the institution is accurately represented.

You will marshal, prepare and manage data and related reports, reporting back to internal stakeholders to facilitate evidenced informed decision-making and strengthen data quality and its governance.

KEY RESPONSIBILITIES

  • To take responsibility for the setup, production and completion of statutory returns to the Higher Education Statistics Agency (HESA), including the Student Collection Return and other returns as required.
  • To lead and oversee the operational process and production of the returns.
  • To provide advice and guidance on data governance and quality around returns data, promoting an understanding amongst all stakeholders of the impact of poor-quality data, with reference to the company’s Data Strategy and its key principles.
  • To work with stakeholders to provide advice and guidance on any additional requirements identified through the evolving needs of returns.
  • Devise and operate effective mechanisms to ensure identified quality issues are reported and resolved by data owners and data ‘stewards’.
  • To ensure that all processes in the production of returns are properly documented and approved through the QA and governance structures as appropriate.
  • To ensure that there is appropriate internal awareness of and engagement with returns data by reflecting and reporting data and information to internal stakeholders and committees.
  • To engage with sector developments to ensure continuing compliance and implementation of developments and good practice as required.
  • To understand the impact of the statutory returns on the external perception of the institution, promoting that understanding internally.
  • To liaise with key stakeholders internally, notably IT Services and Student Data Team, to ensure that key data extraction routines are fit for purpose and reflect developmental needs.
  • Ensure appropriate understanding of, and compliance with, the relevant legislation, e.g. Data Protection and Safeguarding.

EXPERIENCE

  • Degree (or relevant equivalent) or extensive experience in Higher Education administration in a relevant area.
  • An understanding of the regulatory issues affecting a Higher Education Institution, including its responsibilities in relation to statutory returns compliances and Data Protection legislation
  • Proven experience of working with complex student record systems.
  • Proven ability in the activity of data profiling
  • Experience of leading in an HE context on data submissions to the Higher Education Statistics Agency (HESA), including follow-up communications with the Agency.
