UK Research and Innovation are seeking a Programme Evaluation Manager to support the delivery of the National Quantum Computing Centers (NQCC) core objectives.

You will be responsible for leadership of the monitoring and evaluation programme of the National Quantum Computing Centre (NQCC), a new collaborative cross-UKRI programme. We are looking for a leader with the aptitude to see the big picture and think strategically, be committed to continuous organisational improvement and making changes when appropriate, with the ability to take the lead in resolving complex problems and effective decision-making. The focus will be on developing a robust and credible evidence base and implementing an appropriate monitoring and evaluation regime for the NQCC within the context of UKRI and Government M&E frameworks and approaches.

You will be responsible for the leadership of the overall M&E programme encompassing the management of the NQCC’s evaluation budget, the line management of an evaluation analyst and related costs, and the procurement and delivery of externally contracted services for aspects of monitoring and evaluation that require a third-party intermediary (i.e., consultancy and market research), ensuring value for money at all times.

To succeed you will have:

  • A Degree or equivalent relevant experience in a related discipline
  • Well-developed numeracy skills, with an eye for detail and a confident user of data, with analytical and problem-solving skills, including the ability to understand complex issues rapidly and drive decision-making; and to apply established approaches in new ways as well as develop innovative approaches to evaluation
  • Strong communication skills to be able to present complicated, ambiguous and potentially contentious results in meaningful ways to a range of audiences including the ability to influence others
  • Demonstratable experience with financial, budget and multi-year expenditure planning, delivery of value for money, busines planning, assessing financial/programmatic risk and engagement with third parties
  • Experience or working within UKRI monitoring & Evaluation structures or similar organization
