The role
The University of Bristol is seeking a Water Hygiene Compliance and Contracts Manager to lead on compliance with all water hygiene and Legionella control regulations, and to implement an enhanced Water Safety Plan across the University estate.
This key role involves the management of statutory compliance contracts related to water hygiene, including water treatment and control programmes. You will champion a cultural shift towards a more proactive and risk-based approach to water hygiene management.
You will provide expert guidance to University project managers to ensure Legionella control and water integrity are maintained during works that may impact water systems. The post-holder will also be responsible for ensuring all activity complies with legal and regulatory requirements, maintaining accurate records, and contributing actively to the University’s Water Safety Groups.
What will you be doing?
- Managing compliance officers and Water Hygiene contractors, ensuring statutory tasks are executed and documented within timelines to maintain continuity across the estate.
- Implementing a Water safety plan to advance safety awareness, overseeing day-to-day contractor management, and coordinating with Campus Division for seamless project handovers.
- Conducting compliance training and toolbox talks for the direct labour force, enhancing awareness and safety in compliance testing.
- Leading quarterly contractor meetings to review KPIs, health and safety incidents, financial matters, and project updates.
- Monitoring and analysing compliance documentation, audits, and Water hygiene data to determine remedial actions; escalating high priority matters to senior management as needed.
- Acting as the main technical contact for water management, providing stakeholders with detailed guidance on complex legislation and policy changes.
- Developing and improving the University’s water safety plan, managing both digital and paper-based reporting systems.
You should apply if
- Certification in water hygiene and Legionella control (e.g., City & Guilds BS 8580, Risk Assessment of Legionella), with substantial experience in managing water hygiene systems, including risk assessments, remediation, and compliance with statutory requirements.
- Demonstrated experience managing a digital water hygiene platform and in-depth knowledge of relevant legislation such as the Health and Safety at Work Act, ACOP L8, HSG274 Parts 1–3, and Water Supply (Water Fittings) Regulations 1999.
- A proven ability to drive improvement in water hygiene compliance, ideally within a large and complex estate such as a university, hospital, or public sector organisation.
- Strong experience in conducting Legionella risk assessments, developing Water Safety Plans, producing method statements, and auditing contractor and in-house work to ensure full regulatory compliance.
- Excellent communication and stakeholder engagement skills, with the ability to provide authoritative guidance to project managers, estates teams, and senior leadership on water safety legislation and best practices.
