We are seeking an experienced and enthusiastic Procurement Manager to join our established Procurement Services team.

The Role

You will manage a defined portfolio of spend focused on Works and Works Related Consultancy Services, developing procurement strategies that deliver best-value contracts and continuous improvement in support of the University's Procurement Strategy. Working closely with stakeholders, you will review supply chain solutions and implement optimum procurement arrangements reflecting operational contexts, regulatory compliance, and deadlines. You will also guide non-procurement staff and champion best practice across the University.

Category Focus

You will lead procurement for construction works, refurbishment projects, maintenance contracts, and related consultancy services across the University estate. Key activities include:

  • Collaborating with the Estates Office and project teams to support capital programmes and estate maintenance objectives.
  • Managing tendering and contract award for NEC, JCT and other standard form works contracts in line with public sector regulations.
  • Appointing and managing consultancy frameworks covering architects, engineers, quantity surveyors, and project managers.
  • Ensuring funding conditions (e.g. UKRI, OfS) are met with compliant audit trails.
  • Promoting responsible sourcing and net zero commitments in supply chain engagement.

Key Responsibilities

  • Develop, implement and monitor category and project procurement strategies to achieve savings and KPIs across spend areas up to circa £10M p.a.
  • Plan, lead and award procurement processes and framework agreements, ensuring compliance with the University's financial regulations, the Public Contracts Regulations and the Procurement Act 2023.
  • Support stakeholders in developing tender specifications and market engagements.
  • Lead negotiations to secure commercially optimum contracts, managing financial and legal risks including total cost, payment terms, liability and IPR.
  • Manage ongoing contracts to ensure benefits realisation and strong supplier performance.
  • Act as Procurement link to operational departments, building relationships internally and with other HEIs, funders and consortia.
  • Contribute to the Office's training programme by sharing best practice.

About You

  • Educated to degree level or equivalent professional experience, with strong numeracy and literacy.
  • Demonstrable procurement experience with a track record of delivering strategies and savings.
  • Strong category and supply chain management knowledge.
  • Capable negotiator with solid contract management experience and commercial/legal risk awareness.
  • Excellent communication, planning and stakeholder engagement skills.
  • Confident in data analysis using P2P and corporate systems.
  • Full MCIPS (Level 6), working towards it, or equivalent experience (ideal).
  • Working knowledge of public sector procurement regulations (desirable).
  • Experience or interest in works/construction procurement, including NEC or JCT contracts.
  • Understanding of consultancy procurement in an estates or capital projects context.
