Birmingham City University is a large and diverse place to study right in the heart of the vibrant city. We currently have an exciting opportunity for a Senior Statutory Returns Manager to join our dynamic team within the Planning and Performance Department. 

About the Role:

The Senior Statutory Returns Manager is responsible for overseeing the delivery of student data returns, ensuring the accuracy of data and timely submission, whilst remaining compliant with statutory regulations.  This role will be responsible for the student return process configuration and will manage a small team of data quality experts producing exception reports and diagnostic tools to identify data quality issues and advise on data compliance. 

The post holder will contribute to the strategic development and enhancement of student record systems, ensuring statutory return requirements are accurately communicated and translated into formal requirement specifications by working collaboratively with developers.

Main Responsibilities:

  • Lead a team of data quality analysts with responsibility for ensuring that statutory student data returns are completed in a timely and accurate manner.
  • Ensure all work is done in line with external requirements, including the Data Futures Student, Aggregate Offshore return, Higher Education Students Early Statistics Survey (HESES), and contributing to Annual Financial Return and Transparent Approach to Costing.
  • Provide expert advice and guidance to internal stakeholders regarding external data return impact on the University’s reported performance and ensuring that returned data is optimised as well as fully compliant.
  • Oversee maintenance of the student return system configuration and parameters 
  • Compile statutory returns assurance reports and documentation in support of sign-off by Accountable Officer (VC). 
  • Work closely with other members of the Senior Team in PPD to design and deliver departmental strategy and promote team cohesion. 

Key Requirements: 

The successful candidate will have:

  • Educated to a Degree or equivalent in a relevant subject.
  • Project Management Qualification would be desirable.
  • Experience of managing small teams.
  • Experience of managing quality assurance processes in a regulated industry. 
  • Experience of delivering statutory returns in Higher Education and configuring the statutory returns process in SITS student record system is highly desirable.
  • Advanced data analysis capability of large complex datasets, including advanced Excel and SQL and/or other data extraction and analysis tools.    

Interviews for this role will take place on Thursday 9 May and Friday 10 May.

The appointed candidate will normally be employed through our subsidiary company BCU Support Services Limited, a wholly-owned subsidiary of Birmingham City University. Appointees with prior LGPS membership who wish to enter the LGPS scheme will be able to do so and will be employed by Birmingham City University directly.
