Contract: Permanent full time, 35 hours per week. 

Location: This position can be based on either Bay or Singleton Campus and will work across all University sites

Main Purpose of the Post

  1. To lead the development and planning of the University’s Estate. Lead the Capital Projects and Planning team within the Estates and Facilities Management Directorate at both Singleton, the Bay and any other University sites and to positively contribute to the success of the Directorate and the University.
  2. Lead consultation with stakeholders to develop and implement strategies relevant to the development of the Estate and to provide specialist input into other institutional strategies including the Estates Strategy.
  3. To proactively lead Estate Capital and Planning Services functions, managing and monitoring the performance of teams and contracts to ensure high professional standards are maintained across the functions.
  4. To lead on the contract management requirements for the University relevant to Capital Projects to include KPI development/setting, performance monitoring, leading regular communication with the supplier(s), reporting, risk management and escalation of issues.
  5. To be responsible for the University’s Project Services budget including periodic monitoring, reporting and escalation of risk and issues.
  6. Provides oversight of large capital projects and select programs within the University
  7. Provides project delivery support to project sponsors responsible for implementing large capital projects and select programs and is responsible for in-house and contract engineering and design personnel engaged in large capital project and select programs support and development, and in project delivery support activities
  8. Plans, directs, and supports capital project development in order to ensure timely and cost-effective delivery of large capital projects and select programs.
  9. Directs project oversight and project controls activities for select programs and funding initiatives. Monitors project management and delivery to aid in programming decisions. Develops and implements strategies in partnership with project sponsors to assure projects are delivered timely and per scope and budget parameters.
  10. Develops and implements strategies related to the design, management, construction, and delivery of projects.
  11. Provides timely communication of project status and issues to the Associate Director and maintains technical and administrative control of capital project development and support.

Person Specification

Essential Criteria

Qualifications

  • Educated to degree standard or equivalent in a Construction related subject.
  • Experience
  • Significant experience of management of construction procurement projects
  • Experience in managing and familiarisation with partnered contracts - NEC and/or JCT
  • Experience of OJEU procurement processes (as a client or consultant)
  • Experience of managing a programme of project budgets.
  • Experience in liaising orally and in writing with external bodies e.g. Planning, Building Control, funding bodies.
  • Experience of line managing staff
  • Experience of working collaboratively with framework consultants
