The role
An opportunity has arisen to join the University's Procurement Team as a Procurement Manager. The successful candidate will assist the Senior Procurement Managers in overseeing procurement activities within the Professional Services commodity area, among other responsibilities.
The University of Bristol spends over £200m per year on external goods and services. The Procurement Team is responsible for obtaining best value for this expenditure and ensuring that University Procurement Policy, Financial Regulations and Procurement Legislation are followed.
The Team handles over 100 tenders annually, managing expenditure across various commodities.
The Procurement Team is split into the following commodities (each managed by a Senior Procurement Manager):
- STEMEd (Laboratory Equipment, Supplies, Consumables)
- Professional Services
- Professional Supplies (Catering, Print, Furniture, Stationery)
- IT Services (Software and Hardware)
- Campus Operations (Facilities Management, Minor Works).
- Campus Development and Innovations (Capital Projects, Sustainability)
What will you be doing?
- Supporting Procurement Processes within delegated authorisation levels, from project inception through to contract award, including options appraisal, tender evaluation and contract drafting.
- Working as part of a professional Procurement Team with other Procurement Managers, Assistant Procurement Managers and Procurement Support Officers.
- Conducting spend analysis across your commodity to identify opportunities for savings and efficiencies and increased delivery of value for money for the University.
- Ensuring the correct contract coverage is in place, benchmarking contracts and working with the Procurement Support Office to create and maintain electronic catalogues on the Purchase to Pay system.
- Ensuring all documentation and contract records are maintained and recorded in an auditable format accordance with the University’s Procurement Policy, Financial Regulations and Public Procurement legislation.
You should apply if
You have:
- Substantial experience in a procurement role, responsible for tendering and commodity management.
- Significant experience of tendering under UK Public Procurement rules, ideally across a variety of commodity areas
- Proficiency in the use of e- tendering and e-procurement systems and processes.
- A track record in identifying saving opportunities in complex organisations and in achieving savings targets.
- Be a great team-player and communicator that has the ability to develop successful working relationships with a broad range of stakeholders, at all levels
- A good understanding of Public Contract Regulation 2015
- The ability to plan, organise, schedule and prioritise your own workload, with a commitment to providing high quality customer service and are able to work under pressure in an environment of constant change.
- Excellent attention to detail, strong communication and listening skills, a team player, able to respond to different opinions and needs.
- Proficient user of the Microsoft Office suite.
- Qualified or working towards MCIPS Qualification, or prepared to undertake Procurement qualifications.
