ODI Global – Development and Public Finance

Principal Research Fellows are accomplished experts with extensive experience in an academic and/or policy environment. As a world-class expert and authority in a research and policy field, a Principal Research Fellow will have identified, developed and delivered innovative areas of research and policy advice. They will have contributed to intellectual output and development through leadership of major initiatives and priorities. They will also have a substantial track record of team building and leadership, research and thought leadership, and influential policy engagement and initiatives. Their work will have made a significant and distinctive contribution to development and have an international profile and reputation.

Purpose of Job

In April 2025, ODI Global launched within its Development and Public Finance Programme a Centre for Private Development Finance in Development (‘CPFD’) with the view to offering funders and stakeholders a focal point for all the future work undertaken by ODI Global on private capital mobilisation and private sector financing in emerging markets and developing economies (EMDEs).  

The purpose of the PRF/Head will be to head the Centre, providing leadership, strategic directions, people management and fund-raising efforts to the Centre with the view of establishing the Centre’s reputation across ODI Global’s relevant partners and funders, expanding its activities in the medium term and becoming operational across ODI Global and its affiliated entities (i.e. ODI Europe and ODI Global Advisory). This is a unique opportunity to join a first class think tank with unique access and convening power to top level networks (G20 Presidencies; G7 Presidencies; Development Financial Institutions’ and Multilateral Development Banks’ management and major shareholders; Institutional and Impact Investors organisations, etc), and engage in the crucial debate on how to mobilise private capital towards Sustainable Development Goals and Climate crisis response. The cuts in Official Development Assistance have made the engagement of the private sector towards EMDEs all the more important and the Centre is expected to shape and influence the debate.  

The PRF/Head is expected to: 
  • develop, fundraise for, conduct and manage high-quality and innovative research programmes/projects 
  • provide policy advice to senior officials at national/multilateral level, 
  • manage junior staff, ensuring their engagement and development as well as creating a cohesive and motivating atmosphere, and 
  • participate in public affairs initiatives, within the Institute’s overall strategy and with the aim of inspiring and influencing policy and practice.  
The PRF is also expected to engage cross-ODI Global as well as to provide senior-level representation and external engagement on major research and policy agendas, interacting with senior officials and policymakers. 
Beyond applicants from think tanks and research organisations, the role would also be well suited for a mid-career academic with outstanding track-record in policy-oriented research in the field and very strong inter-personal and leadership skills; or a late-career professional from the private sector passionate about evidence-based policy advice and  displaying a vision for a major shift in the private sector engagement in EMDEs.   

Main Duties and Responsibilities

Research, Advisory Work and Fundraising
  • Undertake research and advisory work, assess, interpret and evaluate the outcomes of research, and develop ideas for the application of research results. 
  • Secure external funding to build up a portfolio of research, policy engagement and advisory work.
  • Undertake international travel for purposes related to research and policy engagement.
  • Monitor and analyse developments in the external policy and academic environments.
  • Contribute to the development and management of annual plans and long-term strategy.
  • Engage and capitalise on the Centre’s newly formed Advisory Board.
  • Develop concepts and proposals for new research projects, policy engagement and advisory work.
Project and People Management
  • Take responsibility for project and staff management, and the implementation of research, advisory and public affairs projects including with research partners when appropriate.
  • Liaise with and report to project funders, and oversee budgets, consultants and the inputs of other project partners.
  • Manage the work of staff working on own projects and other project team members, including Research Fellows (RFs), Research Officers (ROs) and Associates in line with ODI’s management expectations (for a sample of experts, please check the Centre’s page).
  • Undertake general oversight of the work programmes of particular RFs and ROs, as assigned by the Director of Programme.
Policy Advice, Public Affairs and Dissemination
  • Author peer reviewed reports, policy briefs, opinion pieces and other publications.
  • Carry out public affairs work, presenting ideas, knowledge and institutional concerns with the aim of informing policy.
  • Provide senior level representation and external engagement on major research and policy agendas.
  • Disseminate the results of projects through effective channels, such as organising public meeting series, presenting at conferences, posting on social media, being available for media interviews etc.
  • Sit on advisory committees for other research and advisory work, within and outside ODI Global.
  • Build and curate relevant external networks of experts and policymakers and use them to build ODI Global’s reach and influence. 
Line management
  • Recruit, induct, develop and support directly managed staff.
  • Review resource needs and implement strategies to meet changing workloads of direct line reports.
  • Conduct appraisals, set appropriate objectives and team/institutional priorities, monitor and manage performance against these
  • Lead and manage ODI Global’s people in accordance with ODI Global’s people management framework 
Collegiate Life
Contribute to ODI Global’s collegiate life through:
  • ODI Global’s publication series such as the Working Papers, Briefing Papers, Project and Background Briefings and journals.
  • ODI Global activities such as discussion groups, public meetings, staff meetings, working groups, interviews, external representation.
  • Peer review and guidance to colleagues’ research papers and/or other outputs.
  • Provide intellectual mentoring for less experienced research staff and support them as they begin to lead projects of their own.
  • Actively seek out, create and promote opportunities for cross-ODI working. 
Person Specification
The applicant should demonstrate:  
  1. Substantial track record of team building and leadership, research and thought leadership, influential policy initiatives and engagement, and public affairs work, including demonstrated contribution to ODI Global’s national and international profile and reputation, whilst contributing internally to intellectual leadership across ODI Global.
  2. Recognised leadership or authority in their chosen field as evidence by relevant publications and key achievements in policy and influence.
  3. Contribution to significant innovations in policy or practice.
  4. Significant fund-raising in their field of excellent and capability to lead large and complex projects.
  5. Contribution (or well-articulated ambition to contribute) to ODI Global’s collegiate life by creating opportunities for cross-ODI working, creating an environment for colleagues to engage with each other and share knowledge.

Skills, Knowledge and Expertise

Essential

Knowledge and Qualifications
  • Internationally recognised expert in their chosen field.
  • A post-graduate degree in relevant discipline, preferably a PhD.
  • Extensive and deep knowledge of key issues and organisations in relevant field.
Experience
  • Extensive experience in policy-oriented research and/or direct policy formulation at a senior level, demonstrated by a track record of influential publications and/or delivery of major policy initiatives.
  • Experience of leadership and management at senior level, in an academic or policy environment.
  • Strong track record of engagement in major global policy processes (such as WTO, G20 or UN initiatives) and/or with politicians and top-level officials in emerging economies.
Skills/Abilities
  • Excellent research and analytical skills, a capacity to write clearly and persuasively, and first class oral communication skills.
  • A demonstrated capacity for policy advisory and or public affairs work, based on a rigorous approach, and an innovative and creative communications ability.
  • Ability to translate research and policy ideas into compelling and fundable projects and initiatives.
  • Skills in negotiation, listening, communication of ideas, problem solving, decision making.
  • Ability to work effectively as part of a team, providing both leadership and mentoring for less senior staff.
  • Proven organisational and time management skills, including managing a complex and varied workload.
  • Proven ability to fundraise and build up a coherent portfolio of research and advisory work. 
Desirable
  • Fluency or competency in a second language other than English.
  • Experience of working in international organisations and developing/emerging economies.
  • Regular contributions to academic journals, including in an editorial capacity.
  • Active membership of professional associations and networks.

Compensation: The base salary is £71,020, we may offer more for exceptional candidates .
