The Role

We are seeking an experienced Procurement Manager to join our Estates Office team at the University of Warwick — a top 10 UK university ranked 74th globally. You will lead end-to-end procurement of capital construction projects across the University’s Estates portfolio, including new build, refurbishment, and M&E works, managing spend of up to circa £10M p.a.

Working closely with Estates colleagues and project teams, you will develop and implement category strategies, run competitive tender processes (SQ/PQQ, ITT, evaluation, and contract award), and manage NEC, JCT and consultancy frameworks — all in compliance with the Procurement Act 2023 and public sector regulations.

Key Responsibilities

  • Develop and deliver procurement strategies for construction, refurbishment, M&E works, and works-related professional services.
  • Lead full cradle-to-grave procurement processes including SQ/PQQ, ITT, evaluation, and contract award.
  • Appoint and manage consultancy frameworks (architects, engineers, quantity surveyors, project managers).
  • Negotiate and manage contracts, ensuring value for money and effective supplier performance.
  • Champion best procurement practice and support stakeholders across the Estates Office.
  • Ensure compliance with public sector regulations and relevant funding conditions (e.g. UKRI, OfS).

About You

  • Demonstrable experience delivering cradle-to-grave procurement for construction projects, including SQ/PQQ, ITT, evaluation, and contract award.
  • Familiar with NEC, JCT or other standard forms of works contract.
  • Strong negotiation and contract management skills with sound commercial awareness.
  • Knowledge of public sector procurement regulations (Procurement Act 2023 / PCR 2015).
  • MCIPS qualified or working towards it (or equivalent experience).
  • Excellent stakeholder engagement and communication skills.
