The University of Oxford is a world-leading centre of excellence, renowned for its research, teaching and innovation. Our work addresses some of the world's most pressing challenges, from reducing carbon emissions to developing life-saving vaccines. We are committed to delivering outstanding teaching, research and public engagement, supported by high-quality professional services and technology.
We have an exciting opportunity to join IT Services as a Cyber Security Programme Manager.
IT Services provides the robust, reliable and high-performing technology that enables the University's teaching, learning, research and administration. We are committed to delivering excellent digital services while fostering an inclusive, collaborative and supportive culture where everyone feels they belong and can make a meaningful contribution.
As Cyber Security Programme Manager, you will lead the delivery of the University's ambitious Cyber Security Improvement Programme—a major three-year transformation initiative designed to significantly strengthen the University's cyber security capability and resilience. Working closely with the Chief Information Security Officer, Technology Portfolio Lead, senior stakeholders and technical teams, you will play a pivotal role in delivering one of the University's most strategically important digital transformation programmes.
You will oversee a portfolio of complex cyber security initiatives, ensuring workstreams are delivered on time, within budget and to the highest standards of governance and quality. The role includes leading multidisciplinary teams, managing suppliers and resources, identifying and mitigating programme risks, monitoring dependencies, and providing strategic reporting to senior governance boards. You will also help drive organisational change, embedding a stronger culture of cyber security across a highly diverse and decentralised institution while ensuring the programme delivers sustainable, long-term benefits.
About You
You are an experienced programme leader with a proven track record of delivering large-scale IT and business change programmes, ideally within higher education or another similarly complex organisation. You have the ability to manage competing priorities while maintaining focus on strategic objectives and successful delivery.
You are equally comfortable engaging with technical specialists and senior leaders, translating complex information into clear, actionable plans and building trusted relationships across a wide range of stakeholders. A collaborative and inclusive leader, you bring together diverse teams around a shared vision and inspire others to achieve common goals.
You combine excellent leadership, communication and organisational skills with expertise in programme governance, financial management, risk management and supplier management. Experience of recognised programme management methodologies such as Agile, PRINCE2, MSP or MoP is desirable. Above all, you are passionate about delivering meaningful outcomes, driving continuous improvement and helping strengthen the University's cyber security capability.
