You will report to the Head of the Design Group. Working within the FRCS Capital Projects Team under the stewardship of the Director of Capital Projects and Estate Strategy.
You will provide Building Surveying/Project Management services on construction works, which includes building repairs/maintenance, as well as mechanical and electrical alterations/improvements and minor works within the value band of circa £25k to £10m.
You will provide support to colleagues in Facilities, Residential and Commercial Services (FRCS) on all construction and maintenance related projects. This includes overseeing the procurement of projects being managed by the University’s own staff and its Approved Consultants. Working with external contractors and the University’s own construction company (ULCCo).
You will also ensure that projects are delivered to the agreed programme, budget and quality, working to recognised Management standards. This includes the team’s Small Works Project Manual.
You will be capable of working under pressure and achieving challenging programme/project targets. This includes evidence of achievements against Key Performance Indicators.
You will undertake project and financial management of individual schemes. Assist with the preparation of feasibility studies, option appraisals, budget/pre-tender estimates, tender and procurement information. Ensure that expenditure is within agreed budgets, and that accurate project cash flow forecasts are provided. Assist the Finance Department with financial planning including identifying the necessary funding requirements and supporting grant applications.
You will work closely with Facilities Management’s Capital Works Project Managers, Quantity Surveyors, Mechanical & Electrical Consultants and Maintenance Surveyors. Selecting and leading a programme/project team to ensure projects are delivered to acceptable standards, within the agreed programme and within the approved budget allocation. Always in a safe way following the Health and Safety policies of the University. This includes supporting a quality control system that maintains BS45001 accreditation. You will have a working knowledge of roles and responsibilities under the Construction Design and Management Regulations 2015 including the role of the client.
You will have a working knowledge of sustainability and how it applies to construction including being able to demonstrate design performance against relevant standards.
You will have a working knowledge of accessibility requirements and the application of standards to demonstrate compliance with statutory regulations and The University of Liverpool’s design guidance and equality policies.
You will join a busy Design Group Team delivering a diverse programme of works supporting the University’s aspiration for excellent facilities that enhance the student and staff experience.
This is an exciting role for an individual who has a Degree in Construction Management, Quantity Surveying, Building Surveying (or similar) and has achieved a recognised professional qualification (RICS, CIOB etc.)
You will have worked for a Project Management Consultancy or direct for an Estates Department or similar role delivering Asset Condition improvement planning and delivery on minor and major refurbishment and construction projects.
You should have a degree (or equivalent qualification) in Building Surveying or a related subject area.
